EGNO AD 2.20  LOCAL AERODROME REGULATIONS

1   Airport Regulations
  1. Use of the aerodrome is strictly PPR from Civil Ops for all visitors.

  2. Use of the aerodrome is strictly PPR from ATC for all instrument and circuit training.

  3. Civil private licence circuit training is not permitted when fast jet traffic is in the visual circuit.

  4. High visibility clothing must be worn on the apron at all times.

  5. During RVR/Low visibility procedures movements restricted to one aircraft at a time.

  6. ATC permission required for all aircraft engine starts.

  7. Aerodrome not available to aircraft unable to communicate by radio.

2   Ground Movement

Due to surrounding topography, the use of Taxiway Echo is restricted to aircraft with a wingspan of 16.3 M or less.

3   Warnings
  1. Large concentrations of birds are a year round hazard to aircraft due to the aerodrome location on a river estuary.

  2. Geese activity is present in the vicinity of the aerodrome from September to April. Skeins range from 10 to 500 birds but can be in significantly larger numbers. Most activity takes place in daylight but the birds may be present at any time of day or night up to 2000 FT.

  3. Rotary Hydraulic Arrestor Gear (RHAG) are used on Runway 07/25 to stop military aircraft overrunning the runway in the event of an emergency. The cables are recessed into the runway and are only raised for military aircraft operations.

  4. Final approach tracks to RWY 25 Warton and RWY 28 Blackpool converge at approximately 2.5 NM from Warton touchdown zone. Pilots should exercise caution when visually identifying Warton.

  5. Restricted Area EGR312 and Blackpool ATZ are in close proximity to the aerodrome.

  6. An ATC Mobile Caravan is positioned close to the active threshold of Runway 07/25 when test flying is taking place.

  7. Runway 07/25 is treated as an instrument runway for safeguarding purposes. However, owing to real estate limitations, the runway is restricted to visual status. The following runway strip infringements exist:

    1. Abeam the threshold of Runway 07 on the northerly side, the runway strip narrows to 106 M due to a fence and a line of trees.

    2. Over the first 880 M of Runway 25 on the northerly side, the runway strip narrows to 91 M due to fences, trees and third party property.

    3. Over the first 718 M of Runway 25 on the southerly side, the runway strip narrows to 92 M due to fences, trees, a road and third party property.

  8. Hazard from EGR Detuners which emit high velocity vertical jet efflux. Overflight of these facilities below 500 FT is prohibited for helicopters and light aircraft at all times.

  9. The simple approach lighting system for Runway 07 is non-standard in the following areas due to the approach lighting extending through private land and into the marsh area in the Ribble Estuary:

    1. There is an additional crossbar sited in the approach. The spacing, widths and number of lights are irregular.

    2. 1st crossbar at 568 M, 18 M width and 2 lights.

    3. 2nd crossbar at 839 M, 36 M width and 4 lights.

    4. Reduced centre-line lighting with 90 M spacing instead of 60 M.

    5. High intensity white lighting is provided to a distance of 1030 M from the threshold.

  10. The precision approach category I lighting system for Runway 25 is non-standard in the following areas due to the approach lighting extending through private land:

    1. Crossbars have irregular spacing.

      1. 1st at 135 M

      2. 2nd at 135 M

      3. 3rd at 135 M

      4. 4th at 175 M

      5. 5th at 150 M

    2. There is single centre-line light source out to the third crossbar, then two light sources for the remainder of the approach lighting.

    3. There are a reduced number of extended centre-line lights, with an average spacing of 45 M.

    4. The lighting consists of a red T bar commencing at the 3rd crossbar to provide circling guidance.

  11. The edge lighting on Taxiway Delta is located at the extremity of the paved surface and not at the edge of the taxiway. The taxiway is 23 M wide and the paved surface is 46 M wide.

  12. Floodlighting on all aprons is limited.

  13. At weekends when the aerodrome is closed, a 4 M wide illuminated cross is located at the threshold to indicate the runway is closed. Siting on either 07/25 threshold is dependent on wind conditions. This is a mitigation to help prevent pilots misidentifying Warton for Blackpool.

4   Helicopter Operations

Helicopter Landing Areas are located adjacent to Stands 1, 10, 11, 32, 33 and 34.

5   Use of Runways
  1. Access to the runway thresholds will require a backtrack from all taxiways.

  2. Limited turning circles are available at either end of Runway 07/25.

  3. Unless an AOC holder has state approved less restrictive minima, take-offs in RVR less than 400 M will not be permitted as Runway 07/25 is not equipped with centre-line lighting.

  4. All circuits are to the south of Runway 07/25.

6   Training
  1. Use of the aerodrome is strictly PPR from ATC for all instrument and circuit training.

  2. Priority will be given to test and experimental flying.

  3. Hazard from EGR Detuners which emit high velocity vertical jet efflux. Overflight of these facilities below 500 FT is prohibited for helicopters and light aircraft at all times.

  4. All circuits are to the south of Runway 07/25.

EGNO AD 2.21  NOISE ABATEMENT PROCEDURES

  1. All aircraft are to be operated in such a manner as to cause the least possible disturbance to surrounding residential areas.

  2. Westerly departures should avoid overflying the town of Lytham.

  3. Easterly departures should avoid remaining low or initiating full power climb overhead the town of Preston.

EGNO AD 2.22  FLIGHT PROCEDURES

1   General
  1. Priority will be given to test and experimental flying.

  2. Aircraft transiting the Warton MATZ flying at or below 3500 FT will be instructed to set the Warton QNH.

  3. Pilots wishing permission to enter Warton ATZ should in the first instance attempt to obtain that permission from Warton ATC on 129.530 MHz. If no response is obtained from Warton ATC, pilots must obtain permission from Blackpool ATC on 119.955 MHz.

  4. When flying within the Warton ATZ upon the basis of a permission obtained from Blackpool ATC, a continuous watch must be maintained on the Blackpool ATC frequency of 119.955 MHz. Pilots must communicate their position and altitude to Blackpool ATC. Blackpool ATC is itself not manned H24. Accordingly, it may be that pilots will be unable to obtain positive flight information from either Warton ATC or Blackpool ATC. In that event they are to assume the ATZ to be active and remain clear.

2   Circuits
  1. All circuits are to the south of Runway 07/25 at 1000 FT.

  2. Low level circuits are not to be below 500 FT.

  3. Large aircraft circuits will be at 1500 FT.

3   Instrument Approach Procedures

Non-published Instrument Approach Procedures (IAP) are established outside controlled airspace. See ENR 1.5.

4  IFR Routings
  1. Inbound from N864 from the south: Via WAL ESTRY

  2. Inbound from DTY CTA: Via POL

  3. Inbound from Scottish TMA: Via DCS

  4. Outbound to N864 to the south: Via ESTRY WAL

  5. Outbound to DTY CTA: Via ESTRY WAL

  6. Outbound to the east: Via POL or RIBEL

  7. Outbound to Scottish TMA: Via RIBEL or SETEL

Local ATC instructions will be issued to avoid the Blackpool ATZ and overflight of EGR312.

5  VFR Routings

Local ATC instructions will be issued to avoid the Blackpool ATZ and overflight of EGR312.

6  Frequency Monitoring Code (FMC)
  1. Pilots operating in the vicinity of Warton, but intending to remain outside controlled airspace, within the area defined by straight lines joining successively the following points and maintaining a listening watch only on Warton Radar frequency, 129.530 MHz, are encouraged to select SSR code 3660.

    535800N 0022410W - 535240N 0021607W -
    534459N 0020433W - 533223N 0025907W -
    533213N 0031406W - 533021N 0031621W -
thence clockwise by the arc of a circle radius 20 NM centred on 534442N 0025300W to
    540206N 0023628W - 535800N 0022410W.

  2. Selection of 3660 does not imply the receipt of an ATC service. Aircraft displaying the code are not expected to contact ATC under normal circumstances, remain responsible for their own navigation, separation, terrain clearance and are expected to remain clear of the controlled airspace at all times.

  3. Whilst squawking 3660, pilots should be aware that Warton Radar may make blind transmissions in order to ascertain a particular aircraft's intentions/route.

  4. When a pilot ceases to maintain a listening watch, code 3660 shall be deselected.

7   Visual Reference Points (VRP)
  1. Details of VRPs are available in the consolidated 'Visual Reference Points List' published on the 'Digital Dataset' page of the NATS AIS website, www.nats.aero/ais.
